Not necessarily every vehicle used for a commercial purpose.. for example, you don't need a CDL to operate a taxi cab, although some states do require a Chauffeur's Licence.. however, any vehicle carrying more than 15 persons (including the driver), and any vehicle carrying hazardous materials in a quantity sufficient to require placarding is going to require a CDL, as is any vehicle or combination over 26,000 lbs. gross weight rating, unless it's of a type which falls into the categories of vehicles exempted from CDL requirements (fire fighting vehicles, recreational vehicles, military vehicles, registered farm vehicles).

Yes. You do need a CDL to drive a "Commercial" vehicle. If it's "For Hire" it's considered used commercially. You still need the endorsement for the VEHICLE no matter what it's used for. Your just exempt from "some" of the commercial laws when used for personal use only. RVs and rentals are different(U-Hauls, etc.)

It just depends on the Class of vehicle it is. You would need a Class A CDL to drive a Class A Commercial vehicle. Like a Semi truck. Private or other wise. (a Class A license covers B and C also). A Class C would be a smaller box van or flatbed that had a licensed GROSS weight of 26,000lbs or "Less" OR carried placard-able Haz/Mat. Or a smaller Bus that carried 26 people in it.

The ENDORSEMENTS that go along with it is another item. Air brakes, Haz/Mat, Tankers, Double/Triples, passenger vehicle. School Bus is different in some states, in Wa. state you need a separate endorsement.

The FMCSA defines a CMV as a commercial use vehicle with a GVW in excess of 10,000 lbs. (not a ver batim definition, but the nickel version). If it does not have a GVW of more than 26,000 lbs. (single vehicle) or a GCWR of more than 26,000 lbs. either with a two unit with a GVW in excess of 26,000 lbs. and/or a trailer with a GVW in excess of 10,000 lbs. (combination vehicle), it only requires a CDL if it's transporting hazardous materials or else is a bus designed to transport more than 15 people (including the driver). Anything which fits the definition of a CMV (10k GVW and up) which is operated out of its state of registry does require the driver to have a DOT medical card, however, even if the vehicle doesn't require a CDL.
