No, check the inside of the fixture and look for a label that states "good for continuous row wiring." If you find this the fixture is approved to be used as a raceway providing that the fixtures are all bolted together end to end. The wiring should be done with wire good for use in 90o heat as there is a heat build-up from the ballasts.
