Although it is common practice to do so, no, it is not necessary to remove any window frame to install a new window assembly IF there is enough room in the wall thickness and opening to fit the new window in addition to the old one. Also, will that combination allow the new window to operate properly? And, will you be able to open both windows if it should become necessary? And will you be able to "live with" the appearance of the combo look? If your answers to all of the above are yes, then it is possible.
