Torchwood is a spin off of Doctor Who and stars John Barrowman as Captain Jack Harkness. It's based in Cardiff, and the time rift that goes through it. The Doctor is not on Torchwood but Jack is on Doctor Who.
In my opinion Torchwood is better but the main difference between them is that Torchwood is designed for an older audience and Dr Who is meant to be for families. Alternatively there is The Sarah Jane Adventures which follows the life of Ex-Dr Who companion Sarah Jane, her adopted son Luke and his friends and this show is more for the younger audience.

No there is not a real Torchwood house. The term "Torchwood" was created by Russell T Davis and is an anagram of "Doctor Who". The BBC created a Torchwood house website to assist in promotional activity around both Doctor who and Torchwood. However it is a manufactured site and there is definitely no real Torchwood House.
