A volt is a unit of electrical pressure, in fundamental units of joules per coulomb. A watt, on the other hand is a unit of power transfer, in fundamental units of joules per second. The two units do not convert between each other without some other factor.

That factor is current, or amperes, in fundamental units of coulombs per second.

Multiply volts (joules per coulomb) and amperes (coulombs per second) and you get watts (joules per second).

So, at a current of 10 amperes, a voltage of 10 volts will dissipate 100 watts. At 5 amperes, it takes 20 volts to dissipate 100 watts. At 1 amperes, it takes 100 volts to dissipate 100 watts.

Watts is a measure of power. Watts is defined as volts x amps x power factor. The maximum value of power factor is 1 for a resistive load and decreases with various inductive loads. Now electricity doesn't relate directly to wattage other than knowing how many amps are required for a given voltage. In a typical incandescent 100 watt light bulb you have 120 volts and about .83 amps.
