Probably not, I think he just couldn't care less about them and doesn't deem them worthy of consideration or any quality of life. I can't really say he hates the poor as he has actually never said anything of the sort. I find it unlikely that he has strong feelings towards anyone outside of his own social circle as he seems happy to sacrifice the standard of living that so many in this country enjoy just to appease his big business backers. He is no doubt bitter that he failed to get his party elected, despite the general ill will towards the previous incumbent, and is taking out his frustrations on those who he can most easily make suffer - the least privileged.
