Yes, the United States.

If one defines as an "ally" someone they have consistently lied to, attacked, sought to best and destroy their national banks, companies and the country itself as well as the rest of the world the answer would be yes. However, that does not qualify as either an "ally" "friend" or "partner" the terms the Japanese and German governments both continue to fraudulently use while attacking people and which they have done over and over again including while Japanese planes were heading for the US and for the last 65 years as the Japanese government with the German government has systematically targeted the US economy for destruction in planned sector after planned sector.

The Japanese people consider many people from other nations their friends and want their government to be friends and allied with them. However, since the military has too much destructive influence in their governments, unfortunately it is not the case in terms of the governments which have basically been used to attack other countries more than exist for the benefit of their own citizens.
