How should he become a Shinigami? He's a human. It is stated in Death Note that no human, with no exceptions, go to Heaven or Hell. They go to "MU" AKA Nothingness.

How do you kill a shinigami?

A shinigami can only die if they do not write names in their death note for a long enough period of time or if they break shinigami rules for which the punishment is death. One such rule is that a shinigami may not willfully extend a human's life. Through careful plotting, if you can identify what human the shinigami loves (if any) you can put that person in a position where he/she is endangered so that the shinigami will want to save them. Light killed Rem this way, by convincing her that killing L and Watari would extend Misa's life.
