There are certain people who deliberately contribute questions in order to "seed" a category. The story of how the Sewing category got started is one that can be an example of this practice. Please see the help page for particulars. As far as the corporate entity trying to stimulate the website traffic by asking questions, it is hardly necessary. WikiAnswers is quickly becoming a "go to" site for short concise answers to questions from recipes to pet care and everything in between. According to web research, WikiAnswers is among the fastest growing question asking websites on the web. It is a fitting companion to Wikipedia which is becoming preferred to standard enclyclopedia sites. Given that there are over two million questions currently onsite, it hardly seems necessary to "stimulate" the website.
