Yes he has studied it, amongst the many different forms he has learned over the years, but he does not practice it, or use it. Jackie Chan has studied several forms of Kung Fu, like Wing Chun, Tong Long (Mantis), Bak Mei (White Eyebrow), the northern Shaolin Kung Fu. He has also learnt Hapkido, Boxing, Judo, Taekwondo and Hei Long.
Oh yes he can. He is very skilled with swords. Zuko's swords that he uses as the blue spirit and when he goes off on his own are Traditional Chinese Dual Dao Swords. However I do not know if they are made in real life as one sword that splits into two. It would be very difficult to make them thin enough for that yet strong enough for battle. But you can have two and use only one sheath. I have access to the materials, and will be attempting to make a set. So I will find out if it is possible or not. We will see.

If I'm not mistaken, Azula uses North Shaolin Kung Fu, like all firebenders.
