No, a turkey buzzard does not have a rectum. A turkey buzzard has a cloaca which is used to defecate from. This is near the rear of the bird and it passes fecal matter and urine both.

as with most birds, Vultures they have a Cloaca, it is a single opening which the intestinal, reproductive, and urinary tract all lead to.
