I would suspect the float valve assembly is defective. Replace this assembly with a modern assembly. Can be purchased at any hardware store.
It also could be your flush gate not closing all the way either a plastic cone or a rubber flapper, sometimes the level gets stuck up or the chain gets caught and if its a bad flapper you can purchase it at any hardware store too.

-Make sure you have water coming into the dishwasher
-Check the float to make sure it isn't stuck
Unplug the dishwasher for a while and plug it back in and see if it works.
If that doesn't work it might be a timer problem. Check these things:

∙ 14y agoIt probably has a sensor on it like mine, to "save water" thanks to Algore. The only way around it is to wait till it stops running water, lift the lid (it thinks you added more clothes) close the lid then more water will come in. You must do it several times for more water. I hate mine for this reason, who has time for it!

∙ 15y agoThe drain is clogged. Check the strainer at the bottom of your unit. Always rinse your dishes of food before putting them in the washer.

If you do not have a disposal or are removing it, there is a extension tube for the drain that has the dishwasher tube in it. The disposal does not have to work for the dishwasher to drain. The water is run through the disposal so that any food particles get ground before going in the drain. After a while, the disposal will begin to smell if it is not run.

The landlord found the problem. it wasn't the drain or a hose. The rubber seal around the door had deteriorated and detached allowing water to leak through the gap. The seal could not be repaired or replaced so the entire dishwasher had to be replaced.
