Yes and No.
Representation is apportioned by population for the seats in the House of Representatives with a minimum of one seat held by each state. Representation for seats in the Senate is set at two with no consideration for population. Therefore, it is possible that a representative from the House holds the same constituents as the two senators from a particular state. Such is the case in states were apportionment only allows for one seat in the House of Representatives. Currently this is true for the following seven states: Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont, and Wyoming (Census 2000). Interestingly, California as of 2000 has 53 seats in the house and only 2 senators.

He should also be aware of major events and make a point of at the VERY least sending a representative in his stead. On top of his constituency duties he also has parliamentary duties. He may sit on a board, or have a minister position. He has to attend regularly and may be appointed to senate.
