In general, yes; the same amount of mass will probably dissolve more slowly if divided into a few large particles than into many small particles. Yes, a soluble particulate substance (like a powder) will go into solution more quickly under the same conditions (temperature, pressure, and solution saturation, for example) if the particles are smaller. It is a matter of particle surface area and volume. Small particles have lots of surface area to offer to a dissolving medium, but not much volume. Big particles have more volume, but not as much surface area. So, for a given amount of material, the one with more surface area available will dissolve more quickly.

Other things being equal, yes, because the solvent can attack a far greater surface area of the solute than if the latter was in large pieces.
