i have heard that they can get webbers for 1.6 amd 1.8 but i have a mk1 Golf gti rally car but becuse of my age and the rules and reg's i cant go over 1400 cc so im stuck with the 1.3 and lets face it, it's not the fastest engine out there..and i would love to get webbers for it :)

No they fit different, although mk2 and mk3 and some mk4 polo gearboxes will fit. You want an 8P gearbox.
