The alcohol content of beer in California can't exceed 4% by volume or 3.2% in weight. Anything higher has to be considered a malt liquor, ale, stout etc...... Some beers however have less. Light beers usually have less alcohol in them.

Yes, Oklahoma only allows beer to be 3.2 by weight (ABW) which is 4.0 by volume (ABV) when sold in saloons (beer only bars), grocery and convenience stores. Beer sold in liquor stores is over 4% ABV. ABV is the parameter used by almost all other states and the rest of the world.

Yes, some states put very little regulation on that. While some states like Oklahoma still have on there books old prohibition laws which limits the alcohol content in beer sold in grocery stores and convenience to 3.2% by weight/4% by volume. Beer above 3.2/4% has to be sold in liquor stores with other spirits.

The alcohol content of beer varies with each beer. It is not different state to state any more than it is beer to beer. There may be different regulations based on alcohol content, for tax reasons.
