Yes, it can, and almost always is. Cutting is usually triggered by something, so when that happens, you have a very strong urge to cut. (say your trigger was if you got in an argument with your significant other, then whenever you got into an argument you'd want to cur yourself) Mostly the reason people cut is because the chemicals that are flushed into your system when you get injured distract you from reality, like getting high, but those chemicals (mainly endorphins) are addictive. And of course it never solves your problems, just makes them worse in the end.
However, some people (the unlucky ones) don't have a trigger, are just addicted to the endorphins. In these cases they don't have a particular trigger, just are addicted, and it is VERY hard to quit completely once you're addicted in that way. So don't cut, and if you've already started, stop before its too late and you're addicted, or worse...
Cutting may seem to help psychological problems but it's really not good for you. You are losing blood and if you are an extreme cutter you could possibly pass out or die from cutting and the sudden blood loss. Also many people get addicted to cutting thinking that it can solve all their problems but it's then to me as bad as drugs because it is being used for the same reasons. If you want to quit cutting( which I highly suggest) you should always remember that this is helping you. You could go to meetings, a psychiatrist to figure out why your cutting if you don't know, make sure you have a strong support system and keep yourself around positive people, but don't believe that your support system will do the work it takes to quit for you because if you don't want to or just won't help yourself you'll get nowhere. Also if you believe that your cutting is because of serious depression visit your doctor they may be able to help you out:)
I'm going to be honest. It does relieve a lot of stress and upset but it isn't worth the ugly scars
Talk to a psychologist about how you can't stop cutting yourself. He can help you. If you have a good friend, talk to them. Surely they can help you in getting your problem done and over with.
No, cutting yourself indicates a problem that needs to be resolved. You should seek help to resolve whatever those problems are.
Don't find more methods to harm yourself, just seek help from a therapist or talk to someone so you can fix the cause of your desire to harm yourself. Cutting or burning is not safe for you physically, emotionally, or mentally. Find help!
Possibly. Or they could have a mental condition they do not know about. If you think someone is cutting themselves, get help. NEVER cut yourself, because you could kill yourself if doing it wrong.

Seek help and find out why you do this. Go to counseling. Start with your high school counselor or go to mental health for help.
Get different help!!!! First of all, you have to tell someone you trust that you cut; it may be hard, but it's the first step to help. Get into therapy.
