Go to Lavender town and catch a Gastly. Sometimes he knows Hypnosis. An easier way to get Sleep Powder is by catching a Bellsprout [Leaf Green only] (or Oddish in Fire Red only). Also you could get a Jynx from someone in the game who wants to trade. Jynx can do a Lovely Kiss which can put Pokemon to sleep. Otherwise, there is no way!

Weaken raikou when you find it it will run away however when you find it again it should still be weak, make it go to sleep by using hypnosis or sleep powder then start throwing all the ultra balls you have and hope you get it.

You need the C gear early in the game,then when you get the game sync, which may be undergoing miantenance, you choose any Pokemon. They will go to sleep and you have access to the dream world for one hour exact every day. Try to find great stuff there, when you get a Pokemon there go on the wireless on the C gear and go to the entralink. The Pokemon you find in the dream world will join you there. The Pokemon are from the past generation games.
