Yes, it does matter. You need to build on a plain that is
- the highest you can conquer
- at a distance from your city.
Once you are able to fight and win a higher level, try for a Lev. 7 to Lev. 10 plain.
Until then, start with a Lev 1 just to get a food percentage. You can fight for Lev 2, then abandon the Lev 1 you have. And so on...

Good luck! I don't know who wrote the above answer but it is utter nonsense. Build up your tech until you can produce longbowmen and can raid the Anthropus camps. They will provide more bread\food than you can ever use. If you build and upgrade a bunch of farms then you will not be able to build large armies.
