It certainly can and has with the record snow of 2.2 inches on 21 January 1962. Snow in Fresno is rare, but their annual precipitation is only 21.61 inches and they only have an average of 21.1 days each year that the temperature is below 32 degrees F. That alone stacks the odds against a major snow event.

If your referring to Stanislaus County California, YES. It snowed as low as the county seat of Modesto on 12/7/2009.
