No matter how much you microwave water, it will not "explode". However, if heated enough, water will actually boil. Boiling is a process which most liquids go through when heat is applied to them, depending on the how high the heat is, and how high the viscosity of the liquid is.

When you heat milk to a boil, it forms a skim of fat on top (unless you've been stirring it in). It "explodes" in the microwave because when you take it out and stir it, heat escapes from under the skim. To avoid this, just take it out of the microwave every once in a while to stir it.

Microwave-safe means that no chemicals will leak into the thing you are cooking. Microwaves work by exciting water molecules inside of the thing you are cooking. When the water molecules get more energy they start moving faster, creating heat and turning the water into steam. The steam needs more space than the water so it builds up pressure eventually causing the microwave-safe bottle to explode.
