Well I am no scientist but my best guess would be because the fibers of plastic are woven so tightly that it holds in the heat better. Like the difference between a quilt and a afghan. One is basically more solid keeping you warmer. More space between particles and the more heat that escapes.

Some plastic are good insulator's, such as Polystyrene ( Styrofoam). It should also be a good thermal conductivity.

because in plastic the bonds are tightly bound and such results in tightly bound electrons hence no free electrons and no passage of electricity.
