ordinarily, yes.

plain foods as they come from nature do not have gluten unless they are the grains that have gluten,

fruits and vegetables don't.

the only concern is that in processed foods there maybe contaminants. for example, oats are naturally gluten-free, but are processed for packaging in factories that also process wheat and other grains that DO have gluten, and the dust from those other grains gets into the oats. therefore, to be sure oats are gluten-free, celiacs must buy oats labeled gluten-free.

fresh, frozen or canned veggies with no added sauces are usually gluten-free.
