The question is not clear, If you mean can a person speak about the bible then in most places it is allowed, but not in Saudi Arabia and some other countries. If you are asking if the bible is mentioned in the bible then it is no.

Another answer:If you mean by your question, does the Bible ever refer to itself, the answer is yes. The Old Testament is frequently quoted in the New, of course, and there are other references that aren't quotes. For example:

John 19:28 - After this, Jesus, knowing that all things were now accomplished, that the Scripture might be fulfilled, said, "I thirst!"

2 Corinthians 3:14 - But their minds were blinded. For until this day the same veil remains unlifted in the reading of the Old Testament, because the veil is taken away in Christ.

Romans 15:4 - For whatever things were written before were written for our learning, that we through the patience and comfort of the Scriptures might have hope.

1 Corinthians 10:11 - Now all these things happened to them as examples, and they were written for our admonition, upon whom the ends of the ages have come.

Galatians 3:8 - And the Scripture, foreseeing that God would justify the Gentiles by faith, preached the gospel to Abraham beforehand, saying, "In you all the nations shall be blessed."

2 Timothy 3:15, 16 - and that from childhood you have known the Holy Scriptures, which are able to make you wise for salvation through faith which is in Christ Jesus. All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness,

Additional information:

Also, the Bible is often referred to as God's 'word':

Hebrews 4:12 "For the word of God is living and active and sharper than any two-edged sword, and piercing as far as the division of soul and spirit, of both joints and marrow, and able to judge the thoughts and intentions of the heart."(NASB)

Ephesians 6:17 ". . .And take THE HELMET OF SALVATION, and the sword of the Spirit, which is the word of God. "(NASB)

1 Peter 2:2 ". . .As newborn babes, desire the sincere milk of the word, that ye may grow..."(KJV)

Philippians 2:16 "...holding fast the word of life..."(NASB)

John 17:17 "Sanctify them by the truth; your word is truth"(NIV)

Psalm 119:105 "Your word is a lamp to my feet And a light to my path".

Ezra 7:10 "...For Ezra had set his heart to study the law of the LORD and to practice it, and to teach His statutes and ordinances in Israel."(NASB) (The "Law" given to Moses for Israel, is part of the "Old Testament' of the Bible)

Acts 15:21: "For Moses of old time hath in every city them that preach him, being read in the synagogues every sabbath day." (KJV)(These accounts, written by Moses, are in the 'Old Testament' of the Bible)

Additionally:Within the Bible, it refers to its writings by various terms and as a whole. The word Bible means The Book, referring to it as the specific Book of God. Especially found it the Psalms, as well as other places, the terms word(s) of the Lord, testimonies, commandments, ways, precepts, law, statutes, judgments, sayings, paths, etc. As Christ and the New Testament writers referred to the Old Testament, they called it the Law and the Prophets, or Moses and the Prophets, often calling it the Scriptures. See, for example, Psalm 12:6,7; 119:1-176.

In 2 Peter 1:19-21, the Apostle tells us: "We have also a more sure word of prophecy (speaking forth by prophets); whereunto ye do well that ye take heed, as unto a light that shineth in a dark place, until the day dawn, and the day star arise in your hearts: knowing this first, that no prophecy of the scripture is of any private interpretation. For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved (carried along) by the Holy Ghost." KJV.

Also, as Paul the Apostle taught the young Pastor Timothy, "All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness: that the man of God may be perfect, throughly furnished unto all good works." 2 Timothy 3:16,17, KJV.

Another answer: The word "Bible" is not, but word of God, scriptures, et cetera, is mentioned numerous times in the Bible. So, I would say yes, it is.
