The United States of America owns the Virgin Islands. The islands were bought in 1917 for what remains to this date the highest per acre cost paid by the USA for land.

Persons born in the Virgin Islands are full U.S. citizens and can sit as a voting members of Congress but cannot sit as president as Virgin Islanders are born in the United States of America and not the United States. (It's in the U.S. Constitution!) A Virgin Islander can vote for president if that person declares residency in any state or the District of Columbia.

By Act of Congress (not Constitutional right) Virgin Islanders vote their own Governor and state level Legislature. Additionally, Virgin Islanders have a non-voting Delegate to Congress. (States have Representatives and Senators in Congress.) Congress has the power to deny Virgin Islands residents the right to vote.

Yes the United States Virgin Islands (USVI) are part of the United States. The USVI is made up of St Thomas, St John, St Croix, Hassel Island, Water Island, Lovango Cay, Inner Brass, and other smaller unihabited islands.

The British Virgin Islands (BVI) are part of Britain and those are Tortola, Virgin Gorda, Jost Van Dyke, Anegada, Norman, Peter, Cooper, and many many other island.

Both the USVI and BVI use US currency. The USVI is part of the US Postal System as well. The USVI has a Senator in Washington DC and can vote in the Presidential Primaries.
