Under normal conditions therefore, you should flip the monster first, allow the effect to activate/resolve, then tribute the monster for whatever. But you are out of luck if your face-down Flip Effect monster is tributed by the opponent using Soul Exchange, for example. Because it never 'Flips' (even though it goes to the graveyard face up) the effect will not activate.
