Disconnect the outdoor fan and run the AC until the ice is gone. Be sure to turn off the power when disconnecting/reconnecting the fan. Call someone to get the proper long term fix done, there is a problem with your defrost cycle and it will freeze again.
That is not normal. You must have a contactor that is stuck. Does the compressor stay on as well?
The outdoor unit only runs in the AC mode(unless it is a heat pump). If you have the system off and the fan on, the outdoor unit should not be on. You can run the indoor fan only without harming the system.
No, that is just for cooling. The heat from inside is transferred to the outside unit and removed by the fan.

The thermostat turns on the heat pump and indoor fan. If an electrical sub circuit to or within the heat pump fails or locks out the heat pump, the outdoor part will not turn on.
Most likely either the switch or the motor is defective.
the fan on the condesenig unit (out side part) of a hvac system will only run when you are in the cooling cycle, unless you have a heatpump , then it will run in the heating cycle also
If the radiator fan is not working, it will overheat. One way to make sure fan is working is to turn on the a/c. My mechanic said the fan should come on when the a/c is on.
use a torchto heat the nut but make sure not to burn plastic fan it will tak a couple mins but it will come off
fan clutch screws off water pump fan pump has left hand thread so to remove you need to turn clockwise
you have to turn off the fan from the bathroom and it'll turn on the heat so you go onto the bed and jump over the fan.
to remove the fan you need a large crescent wrench and something in witch to hold the surpintine belt puly on the water pump in place then turn the fan nut counter clock wise and it will break free and come off. qyestions email at medicwp@yahoo.com
If it`s a heat pump, they do that, heat is not instantaneous with them. If it`s a furnace the fan/limit switch or fan delay timer whichever you have, needs to be adjusted.
Some of these fans will not engage until the heat sensor gets to a certain temperature. The engine needs to be hot for the fan to come on.
Auto, and that switch only controls the fan.
