yes they pick before election just in case they win then if they do the person they picked is vice president. Sometimes the presidential candidate leaves the VP nomination up to the Convention.

The President usually fills the top positions such as state, treasury and justice with people from his own party that he has come to know and to respect their judgement and abilities. The lesser positions are often filled with people that have helped him get elected or were picked to provide an ethnic balance to the cabinet and attract favor in his re-election campaign.
