Does the soccer ball just have to be touched first when kicking an indirect free kick or does the ball actually have to move after the first touch?

The ball must be kicked and must move.
Under the FIFA Laws of the Game it must be an actual kicking motion. Tapping the top of the ball would not be sufficient.
Under US High School rules, a tap is sufficient if it actually makes the ball move.
Beware that many old-school fans, and apparently quite a few young ones, will try and convince you that the ball must travel one complete revolution. This interpretation was changed in 1997 and is no longer true. 13 years later the myth endures.
