No this is not true I had mine thinned and feathered and it grew back normal and thick It doesnt damage anything.
It could be really cute depending on how frizzy it is...or you could always straighten it so it's not so puffy and frizzy. Also, if your hair is really thick you can get it thinned out or feathered so it lays flatter on your head. Think about if you really want bangs before you cut them because you may get sick of them and they can take a while to grow back out.
