It don't have to be changed but if you do change it when you change the water pump,you might save yourself a lot hassel a little later.Also it depends how many miles it has on it

A timing belt is best renewed whenever it has been removed for other
maintainence work
Think also about replacing the tensioner & any other idlers at the same time

No, they are different cars. Even though the Mazda3 replaced the protege they do not have many if any parts in common.
