There is none. People who conduct involuntary research - particularly of the type that causes serious damage to other human beings - are delusional. It goes against the law in many places and certainly would not be condoned by the general public. It is outside ethical codes within the given professions of the experimenters. In part this is why it is often done with maximum deniability and why there is usually a 50-60 year lag before dead or anonymous victims get their "profuse apologies." Nothing justifies it and anything that is used to rationalize it falls under the category of delusion. Signed, a victim.
