I'm guessing this is auto paint. The best rule is to use a reducer of same brand some are not compatible with other brands. e.g.(PPG paint PPG reducer & activator). You will most likely have issues if you mix and match brands. And yes urethane reducer can be used with urethane paint.

There is no point, stain is meant to go over bare wood.
The only way to fix it is to sand it down and repaint the car. It was not painted correctly or you would not have the fish eye finish.

Depends on which shop does the work. Basically, one gets what they pay for when it comes to body/painting work. Always try to get at least three written estimates before allowing this work to be done ... also ask for warranty information.
