If you are looking for information on collecting, the USPS has a great book that shows all of the US stamps with estimated prices as well as a lot of information on collecting.

If you want an album, you would be better to look at what dealers have. Scotts has many albums.

If your letter / parcel does not have adequate postage and it is caught, one of two things will happen. Either the PO will send the item back to you marked "insufficient postage" or they will send it and mark it "postage due" in which case the recipient will have to pay the difference.

I do not know what criteria is involved for the choice of the two. One thing I do know is that it can literally takes weeks to receive a package back with insufficient postage which can be a real inconvenience.

No, it is not. While there may a small skeleton crew in the back sorting, mail is unable to move from the branches to the main office by truck on that day... so no mail would move anyways. Any mail dropped into a New Orleans mail box does not get into the transit system until the following day.
