This technique is reserved for the ropes we use to pull big cables {1"+ in dia each a bundles of 4-5 cables} through conduits that usually are full of water. This keeps the water sateration from weighing down the rope adding additional drag/resistance to the cable pull. Scotchgaurd is used to weather treat fabric and probably can be found in that department {fabric}. Good Luck.
