The floor jack could have leaking seals. Or the jack could be low on fluid, or the pressure release screw might not be closing properly.
It probably needs very little adjustment. I think if it was my car, at the filler lid end, I would knock that end in just a bit. Use something to get on the housing or on the metal around where the plunger comes through and give it a tap or two. You could file down the end of the plunger also as long as you keep the same taper on the end. -I tried knocking the filler lid end a little bit but didn't help. I used a little wd40 to clean out any dirt - didn't help. This doesn't make sense to me but it seems like the spring inside the plunger has gotten stiffer or somehow the cable has gotton weaker in pulling. I came to this conclusion because: 1. If i press the release button from near drivers seat, the mechanism/plunger goes in slightly at the lid. (lets say halfway in) 2. If I press the release button while pressing the plunger halfway in, it still goes in further a little bit...

To adjust the cam chain on a ct110 there is a little locknut and screw on the left hand side below the gear lever, it looks the same as the clutch adjuster on the opposite side. to adjust have the engine at idle at normal operating temperature then to adjust cam simply loosen the locknut then loosen the center bolt with your screw driver and tighten back up. this allows an automatic spring inside to retention the chain. if the chain still sound noisy to you then it made need to have the actual spring tightened up. it is a very simple task and you cannot break anything in doing so. on the bottom next to the sump plug there is another plug with an 14mm head, undo it and inside there will be a screw, just screw that up , it doesn't matter how far but i usually do it up all the way just to be safe. put the plug back on and loosen the adjuster nut and repeat above.
If you are talking about suspension springs then your vehicle will sag depending on which side and the ride height will be lower than normal if it is an engine or brakes spring it depends on what spring it is i.e. (Valve spring, Throttle Body spring, Carburetor, Drive belt tensioner spring, Timing belt/chain adjuster spring,brake spring)

The standard CBR600F (ie 1987-1989 models) cam chain is tensioned by a plunger inside a housing bolted to the centre rear of the cylinder block. This plunger pushes on the cam chain rear guide. There is no external or manual adjustment, instead, the plunger is under spring pressure and engine oil pressure.
