When carbon is burned, the end product is usually carbon dioxide. The formula is:

C2 + O2 -> 2CO then 2CO + O2 -> 2CO2

As you can see, the process happens in two parts, and both require oxygen. However, when there is not enough oxygen, only the first part can happen, so carbon monoxide is produced.
