If it is the L03 305 all you need is an 87 and up carb intake (the 4 center bolt holes are different than 86 and older) and a 75-79 HEI distributor setup. When you buy the coil, make sure you get the non-computer coil. There are two options (one with a yellow wire and one with a white wire. It does make a difference). You will also need a fuel pump. I would recommend using an electric fuel pump b/c the 93 block may not be drilled and honed for a mechanical pump on the side of the pump. Just be sure to get the right kind of pump and pressure regulator to match your carb.
If you are not modifying the cam or heads, don't use anything more than a 600cfm carb (unless you use a Quadrajet).
The frame on your regal is already drilled to accept Chevy motor mounts. In fact, that frame is drilled to accept 5 or 6 different engine families. Order them for a 78-87 Malibu and make sure you have the correct perches as well. You will need them from either a 78-87 G-Body (Malibu) or a 77-90 B-Body (Impala/Caprice). You can get them from a junkyard for cheap. Don't cheat by welding the motor mounts in. It is too easy to mess things up this way. It is not too difficult to bolt them in. Just make sure you use Grade 8 hardware including lock washers.

No. I would say the surging idle, or not wanting to idle at all would be your tps(throttle position sensor). In some cases you can take them off an clean them an get lucky. other cases there pop rivited in, so by then you mite just as well buy a new one, for there not very expencive. Unless you are a authorized service mechanic for the Poulan company, you will not be able to do your carburetor adjustment, because the carburetors are being manufactured with a cap on the adjuster screws and there is a special tool needed to do the adjustment, and only a ASM will have this tool . Although i have seen them being sold on other sites. but the reason for the manufacturing of the carburetor this way is from the EPA not wanting a Joe Sschmo adjusting it too high or too low and letting the harmful emissions effect the air.
