With stock(24") tires it will run about 54 mph on speedometer. At least that is what mine used to run. Also varies on motor condition, mainly how much compression you have. Also the type of ground you are on. Road = faster. Hard dirt= not as fast. Real loose dirt= not that fast 2002 Honda rancher 350 es goes 65 at top speed on pavement.

Your Briggs and Stratton 5.5hp only runs with the choke on because it needs a tune up.
I had the exact same problem with mine, and the reason was that the ground wire was broken. I don't know what it is or how to repair, my dad repaired it, but that's what the problem is and it is not hard to fix, and if this is not the reason then you only need to replace the battery.
