They are drawn after the results of the Census. The Census reports information about the population of the U.S. The U.S, has a set number of Districs, however states can gain Districts by increasing their population, another state will lose their District in order to give to the other one which increased their population. This way everyone has a somewhat equal say in presidential elections

Redistricting, a form of redistribution, is the process of drawing United States district lines. This often means changing electoral district and community boundaries in response to periodic census results. In 36 states, the state legislature has primary responsibility for creating a redistricting plan, in many cases subject to approval by the state governor.

Congressional redistricting is the revision (or redrawing) or congressional districts. This occurs every 10 years after the census to account for the population growth (and shrinkage) in congressional districts across the country.

How often does congressional reapportionment occur in the US?

Reapportionment occurs every 10 years, following the constitutionally-mandated US census. The last census was in 2000. Reapportionment is done on a state-by-state basis; most states redrew their maps in 2001, while Georgia and Texas (famously) redrew their maps twice, in 2001 and again in 2003 after control of the legislature had switched from the Democrats to the Republicans. The next reapportionment will be after the 2010 census; for most states this means in 2011.

Can you give an illustration of planning control process?

Resource planning is an iterative process: defining your project, developing strategies and measures, implementing strategies and measures, using results to adapt and improve -- repeat. LANDFIRE products work throughout the process: vegetation maps, ecological departure maps, fire regime maps, vegetation dynamics models, succession stage maps, and more. This simple graph shows the interrelationship between the process and LANDFIRE products.
