This depends on how old you are. In infants and young children it is normal for the foreskin not to go back at all. Gradually the foreskin will loosen so that the boy will be able to pull back his foreskin. By puberty about 90% of boys can pull the foreskin back enough to reveal the entire glans (head). In the remaining 10% of teenagers and adult men, the foreskin may not go back at all or it may go back far enough to reveal only part of the glans. This is only a problem if it makes it hard to keep the head of the penis clean or if it causes discomfort during an erection or during sex.

If by the time the penis is used for sex it does not retract properly the foreskin can normally be stretched with foreskin stretching exercises and be fully functional within a couple of weeks.

The foreskin is a double layer of skin that is originally connected below the glans penis. When it is in a position forward from that, it is doubled up over itself. When it is pulled right back it will look like you have no foreskin at all with first a band of mucous membrane heading a little way down the shaft disappearing at a point known as the frenar band (this is the tip of the intact penis) where the skin looks like the rest of the outside of the penis. The fraenulum on the underside of the penis will also have the effect of holding the foreskin and wanting to pull it back into place.

You should only retract your foreskin for as long as it takes to have sex, masturbate, or clean underneath it. If a foreskin remains retracted too long, it can restrict the blood flow to the glans (tip) of the penis and cause permanent damage.
