How do you catch raikou in soul silver?

In Ectreatek (Or that sort of city... sorry i forgot how to spell it) city you go to burn Tower. Then you unleash Suicune, Raikou and Entei. Raikou and Entei appear on your pokegear map so you have to follow them or raikou... If you have a masterball lucky you but if you don't, you can use an ultra ball. Obviously, it will take a lot of ultra balls to catch it but it will eventually give in. I've heard that if it's night time, you can use dusk balls. But this is only if it's night...

first,you need a nation pokedex to locate him after seen one time,then,you need to beat the elite four a second time,to do that,you need to finish the ruby and sapphire quest,after you see him,save and turn off the game,turn it back on,see in you national dex if he is where you are,if not,turn off the game without saving,turn it back on,and do the same until you see him,when you see him,use a water type Pokemon weaker than him,that can use mean look,these are the appropriate pokemons to use

the only way to get raikou in the game is if u pick totadile. then u have to go to the old house in the city that the 4th gym is in, then u have to chase him. Note: if u pick cynaquil then u get suicune and if u pick chickorita then u get entei

The guy above me almost got it right but here is the correct way.

Go to the burned tower bottom floor they will escape including entei and suicune but then they will be roaming Jhoto and then look at your poke gear map and if you are in the same spot as it and end up battling it try to get a Pokemon in your party first like a gastly or haunter with mean look or something that can keep it from escaping if you defeat it you can't get it back so save before battles with legendary Pokemon. To make it appear where you are go back in forth between route 37 and route 36 and check your poke gear if it is in the same route as you are go to a patch of grass exactly where it is on the poke gear map and fight it also beware as it also has the move roar so it can flee even if you used mean look or something like that. This can also be a good strategy for catching entei too. Raikou is level 40. Good luck.
