Every Wendy's gets a delivery (including beef) on Monday, Wednesday, and Friday (not every day but not just once every week). The meat that Wendy's gets is kept refrigerated throughout its transportation, well below the temperature at which beef will spoil. Keeping it very cold keeps bacteria levels down and customers safe. A fresh burger tastes better than a frozen burger anyway, so that is why they use only fresh beef.

Wendy's has excellent logistics in their supply chain. They have arranged for all of their locations to receive *fresh, refrigerated beef patties* in comparatively smaller numbers every 2 to 7 days. So it does not have to be frozen, so it cooks faster and does not lose its texture.

Competing chains use flash-frozen beef patties, so that they can keep a larger inventory which means less frequent shipments. Some will use a combination of fresh beef (first used) and then have a backup supply of frozen patties that are used up over the course of a month or so, and then replenished.

The drawback to the Wendy's operation is that its franchises must be kept supplied on a regular basis in spite of any production, weather, or transportation difficulties.

By USDA law, they can say never frozen as long as it stays above 0 degrees, not 32.
