In theory, the "independence" in an independent regulatory commission(IRC) rests in the idea that such an agency can achieve their objective without the consideration of undue partisan or stakeholder influence. Whether independence is actually achieved is a different issue entirely.

Generally speaking, the goals of a government regulatory commission has its agenda set by the officers of the commission or by a higher level department in the government. Often times however, if the government itself, needs to be examined because it has authorized the building of an oil pipeline, an independent commission may be assigned the job of determining if it is environmentally sound. This may be due to several reasons. The regular governmental commission may be biased because it's part of a larger government department that controls the commission. Also, if there is a controversy over the results of the government commission's findings, a separate independent agency or company not affiliated with the pipeline company or with any governmental department may be assigned to give an independent opinion.
