Answer: Well now we have 2 different kinds of Monarchies: Absolute and Constitutional. In an Absolute Monarchy the Monarch (King or Queen or other representative) makes the laws. In a Constitutional Monarch Parliament or Congress will make the laws.

In a Westminster-system Constitutional monarchy, the legislative, executive and judicial branches operate according to law and the applicable Constitution. The symbolic power of the monarch to proclaim laws is called royal assent or orders-in-council, which can also be made by the monarch's viceroy. Withholding of such consent is virtually non-existent modernly, and its occurrence would trigger a constitutional crisis.
