How are stamps made?

They are printed by the Bureau of Engraving and Printing. Many of today's postage stamps are printed by contract printing houses. After printing they are run through a machine that cuts them so they can be separated easily.

You pay the fee and receive a stamp, it serves as a sort of receipt for the payment. Affixing it to the envelope lets the post office know that you have already paid the fee and they deliver the letter or package.
