There's no "exact" or "proper" penis size at 17. Usually our penises are fully grown at this later stage of puberty; however, late on-set puberty could mean your penis could still be developing. The average fully erect penis for adults is around 5.5 - 6.0 inches in length. Flaccid penis size varies greatlyfrom very small (which tend to be "growers") or could be very large in the flaccid state (called a "Show-er"). If your erect penis is anywhere in the range of 5-6.5 inches, your penis size will be among 90% of other guys having penis sizes in the same range as you. Only around 5% of other guys will have penises larger than your erect penis. Rest assured that you will likely never have a girl think your penis is in any way 'small' if you have a penis size in the median range; likely she will even think your penis is large & be quite excited and very horny to take it!

It should be exactly the size that it is. Everybody is different and at 13 you don't know what you will end up with when you finish growing. Don't worry about it.

Yeah, don't fret. A few years ago I worried constantly about the size of my penis. When I was eleven I actually thought it was supposed to be about a foot loong and as wide as my fist. I don't know where I got that idea from, maybe a Horror movie or something... but anyway you just have to give it some time, wait a few years, and see what you soem up with. If it helps, five inches (when erect) is considered normal for adults.
