There are different programs where you can script HTML in.
The program every computer has got is notepad. You can actually script everything in it, but wont see an example and need to know all codes in your head.
Another program you can use is for example adobe dreamweaver or webdesigner. However to have a HTML editors program you have to pay for it.
If you're a beginner it's maybe fun to copy a website and try to change it in notepad. Save it as (name).HTML and open it in your internet browser :)
HTML is not installed but rendered. The browsers render HTML on page.
