Use a paint remover. Methyl-Chloride works best but is not available in many areas. If not, use the citrus type that you leave on overnight covered in plastic. No matter which one you use, follow the label directions and wear protective clothing and eye wear during application and removal.

Once you've removed the paint, pressure wash the area so that the area looks uniform.
