You don't. The only way to change the base language in Windows (start button, menus etc) is to reinstall windows with a disk in the language you require.
First :Put your Windows CD into PCControl Panel / Regional and Language Options / Language tab / fill [x] Install file for complex script... and Install file for East Asian .. Then click ok. Windows will automatically install . The you can read Chinese characters.
You have to have files from original CD to change the interface language.

The easiest way to type in Chinese with a keyboard would be to change the settings in the Windows operating system which relate to the keyboard language setting. This however will only offer limited ability to use the Chinese language due to different input requirements of the keyboards.
